EMUHSD Superintendent's Update – November 2025

Dear El Monte Union Community,
As we move into the heart of the holiday season, November reminded us of what it means to show gratitude, give back, and celebrate the achievements that strengthen our El Monte Union family.
Across our campuses, students and staff embraced this spirit through meaningful cultural traditions, continued academic and athletic accomplishments, and a shared commitment to creating positive learning environments for all.
The month also brought our community together through Districtwide efforts, including the Facilities Master Plan Town Hall and the Band Showcase. Your involvement and support helped drive our work forward. We also continued preparing to implement our Phone-Free Policy in January to further strengthen student focus and engagement.
We look forward to coming together for our Family Posada on Friday, December 5 to celebrate the season and our connections with each other, and to our upcoming winter break.
Stay up to date by following our District Facebook page and downloading our ParentSquare app.
Sincerely,
Dr. Edward Zuniga
Superintendent

The El Monte Union High School District (EMUHSD) Board of Trustees recently adopted Board Policy 5131.8 - Mobile Communication Devices. The policy will take effect in January 2026, following the passage of California’s Phone-Free School Act (Assembly Bill 3216). The policy, developed in collaboration with District leaders, school administrators, and staff, establishes clear expectations for student mobile device use on campus to support safe, focused, and engaging learning environments.
While the District recognizes that mobile communication devices can be beneficial for learning and student well-being, they can also disrupt instruction and impact social interactions. The new policy limits student cell phone use during the school day to promote face-to-face connection, attentiveness, and academic engagement.
